A 14-year-old boy is accused of murdering Iliana ‘Lily’ Peters, 10, and leaving the home they were in together to rape and kill her, Wisconsin prosecutors say.

The state of Wisconsin requested $1 million bail for the teenage suspect, who was arrested and charged with murder and sexual assault after his first court appearance Wednesday in Chippewa County.

The suspect, identified only by the initials C PB, appeared in court via video where he was charged with three counts including first-degree murder.

District Attorney Wade Newell, citing confessions from the suspect, said the boy planned to “rape and kill the victim from the start when he left the house and the victim walked down the path.”

Newell said the 14-year-old “punched the victim in the stomach, pushed her to the ground, essentially strangled her, hit her with a stick before strangling her to death before then sexually assaulting her.”

Prosecutors ordered the juvenile suspect’s $1 million cash bail on the condition that he has no contact with juveniles and no dangerous weapons. Because of the seriousness of the crime, the judge granted the motion.

The suspect is also no longer allowed to be alone with his siblings when a visit is requested. Officials said the boy left the same house as Lily, but didn’t confirm how they knew each other.

Lily’s body was found around 9 a.m. Monday morning just blocks from her aunt’s house near a hiking trail and a brewery parking lot.

Her father had reported her missing the previous night when she failed to return home from a visit to family.

Authorities searching for her found what appeared to be her bicycle that had been abandoned along the wooden trail and soon discovered what the Chippewa County Coroner confirmed to be her remains.

Chippewa Falls Police Chief Matthew Kelm said there was no danger to the community at this time during a news conference Tuesday night following the suspect’s arrest.

“While nothing will bring Lily Peters back or change what happened, we are so grateful to be able to bring this news to the family and community,” Kelm said.

Lily was a fourth grade student at Parkview Elementary School. She is believed to have been last seen by members of her family prior to her disappearance and eventual death.

While the criminal complaint remains sealed, Newell outlined the three charges against the 14-year-old suspect. Those charges include first-degree first-degree homicide, first-degree sexual assault, and first-degree sexual assault involving a child under the age of 13, resulting in aggravated assault.
