Lingard, 29, is out of contract at Old Trafford and will not pen a new deal.
The Englishman has barely played for United this season, making just 16 Premier League appearances.
Hammers boss David Moyes will be keen to secure the signing of Lingard, who performed well during a loan spell in east London last year as he scored nine goals in 16 games.
Roma are also fighting for Lingard’s signing, with coach Jose Mourinho keen to link up with his former player, whom he coached between 2016 and 2018.
Newcastle, meanwhile, were interested in signing the versatile midfielder in January but are unlikely to rekindle their interest this summer.
Lingard is hoping he could return to Gareth Southgate’s England squad after a fresh start ahead of the World Cup in Qatar in November.
He has fallen out of favor at United in recent years, appearing in just 25 games over the last two seasons.
Lingard was with the Manchester giants for over 20 years, having graduated from the club’s academy aged seven.
However, he ended his time with the Red Devils on a sour note after his brother attacked the club for not saying goodbye to the midfielder at Old Trafford.
During his time at United he made 232 appearances and scored 35 goals while winning the Europa League, League Cup and FA Cup.
