New Chelsea owner Todd Boehly said UEFA’s financial fair play rules are gradually becoming more stringent and sanctions risks mean clubs will no longer be able to sign players “at any cost”.

An investment group led by Boehly and Clearlake Capital acquired Chelsea last month after former owner Roman Abramovich put the club up for sale following the Russian invasion of Ukraine.

Chelsea have been the most successful team in England since Abramovich bought the club in 2003, thanks in large part to the Russian’s investment.

Thomas Tuchel will need to spend big this summer to close the gap between his side and last season’s top two, Chelsea and Manchester City.

Substitutes such as Antonio Rüdiger, Andreas Christensen and Marcos Alons are needed, while Chelsea are likely to need a new centre-forward once Romelu Lukas’ return to Inter is confirmed as expected.

However, Boehly has warned that the days of unprecedented spending are all but over, despite his new club needing to invest in fresh talent.

“Financial fair play is starting to take hold and that will limit the ability to win players at all costs,” Boehly said at the SuperReturn International conference in Berlin.

“UEFA takes it seriously and will continue to take it seriously. [More teeth] means fines and exclusion from sporting competitions.”

On Wednesday, LaLiga announced it had filed a complaint with UEFA against Paris Saint-Germain and Manchester City over alleged financial fair play violations

LaLiga said “these clubs are constantly breaching the current regulations” of financial fair play.

Boehly, who co-owns the Los Angeles Dodgers, said he hopes to use an American model to develop football’s financial potential and help Chelsea players build a better personal brand.

“We think the global presence of this sport is really underdeveloped,” Boehly said. “There are four billion fans of European football. There are 170 million fans of the NFL. Global club football accounts for only a fraction of NFL media dollars.

“We will also think about how we can generate more revenue for the players?

“If you look at this [the NBA’s] LeBron James, for example, has an entire shop and team dedicated to what’s off the court.

“So I think there’s an opportunity to capture some of that American mentality in the English sport and really develop it.”
