Officers from the Sydney City Police Area Command arrived to find a 16-year-old girl with life-threatening injuries.
Police Rescue and Fire and Rescue NSW extricated the girl and paramedics from the NSW Ambulance treated her at the scene but she could not be revived.
Witness accounts suggest the 16-year-old may have been trying to cross the tram line between two carriages when it was stopped at a red light at the junction of Goulburn Street and George Street.
As the tram started to move, the girl was trapped and witnesses told police the driver was alerted and stopped at the nearby Chinatown light rail station.
Nine reported that at the time of the accident the girl was with her friend and other passengers on the tram tried to help her.
The driver, a 52-year-old man, was taken to the hospital for a mandatory check-up.
