Missouri DOR issues gas tax refund forms, claims can be filed next month

ST. LOUIS – Did you keep your gas receipts? If so, you may be eligible for a partial refund from the Missouri Department of Treasury.

Last year, the statewide fuel tax in Missouri rose from 17 cents a gallon to 19.5 cents a gallon. Around that time, the Missouri DOR announced that some residents could be eligible for a refund of the 2.5 cents per gallon tax increase paid on gas purchases after October 1, 2021.

The Missouri DOR has launched a new online form known as the 4923-H, on National Day of Mourning. While the form for submitting a refund request became available recently, residents will have to wait at least until July 1 to submit a request through an online portal.

According to that Missouri DOR“A claim must be submitted by the customer who purchased the fuel and records of each purchase must be retained by the customer and available for department inspection for three years.”

Anyone wishing to make a claim must also purchase gasoline for vehicles weighing less than 26,000 pounds and use their vehicles for road traffic. In addition to meeting these criteria, Missouri DOR requires applicants to provide the following information in order to submit a refund request:

  • Vehicle identification number of the motor vehicle to which the fuel was delivered
  • sale date
  • Buyer’s name and address
  • Seller’s name and address
  • Number of gallons purchased
  • Number of gallons of Missouri fuel tax purchased and calculated as a separate item.

Refund claims can be submitted from July 1, 2022 through September 30, 2022 for purchases made after October 1, 2021, the date Missouri last increased its gas tax. Form 4923-H is designed to keep track of such purchases and provides specific instructions for individuals attempting to claim multiple vehicles.

After October’s gas tax increase, Missouri’s fuel tax rate will increase by 2.5 cents per gallon annually from July 1 through 2025. The state will increase gas taxes by 2.5 cents for each of the next three years after Gov. Mike Parson signs the bill SB262 in action last year.

The bill also includes provisions that would allow Missourians to apply for a gas tax refund once a year in the following amounts:

  • 2.5 cents in 2022
  • 5 cents in 2023
  • 7.5 cents in 2024
  • 10 cents in 2025
  • 12.5 cents in 2026 and every year thereafter
