The Ukrainian is a priority target for Arteta, who worked with the 26-year-old during his time at Etihad.
Zinchenko was mainly used at left-back during his time at City but despite Pep Guardiola valuing him as a rotation player in the squad, he only started ten Premier League games last season.
While he’s not particularly unhappy at the club, Zinchenko would prefer more playing time and Arteta is aware his preferred position is in midfield.
City won’t stand in his way if he submits a transfer request but West Ham will compete with Arsenal for his signature, although David Moyed sees him as a left-back.
Arsenal are interested in signing Leicester City midfielder Youri Tielemans but his interest in Zinchenko is believed to be unrelated to his move to the Belgian.
The Gunners’ failure to finish in the top four has impacted their transfer plans as Arteta is expected to receive a smaller budget than planned.
His priority is to replace Alexandre Lacazette, who will join Lyon after his contract expires at the end of the month.
