The England international has been heavily linked with a move to the Etihad Stadium as Pep Guardiola’s side are set to lose captain Fernandinho on a free transfer this summer, leaving them with a gap in their squad at the base of midfield.
United, meanwhile, need their own reinforcements in midfield as Paul Pogba leaves on a free transfer and Nemanja Matic has joined AS Roma.
That leaves Fred and Scott McTominay as the team’s senior midfielders, but neither were particularly impressed last season when the club finished sixth in the Premier League.
The Red Devils have reportedly been in talks with Barcelona over a potential £70m for Dutch internist Frenkie De Jong, who played under Ten Hag at former club Ajax, but O’Shea believes Phillips should also be targeted.
“Despite Man City ties, Kalvin Phillips should think about the other side of Manchester!” O’Shea told Paddy Power.
“He’s done well for England and very well for Leeds and I know it would cause more controversy if he went to the Manchester red side, but it’s definitely an area United would look at. ”
Former Republic of Ireland captain O’Shea won five Premier League titles, one FA Cup and one UEFA Champions League title during his 12-year tenure at Old Trafford.
“There’s also Declan Rice or even N’Golo Kanté,” O’Shea added. “If United could win one of those three it would be a huge boost for everyone at the club.”
