India begins anti-dumping probe against selected fiberglass imports from China, Indonesia and South Korea

India has launched an anti-dumping investigation into imports of a certain type of fiberglass from China, Indonesia and South Korea, following a complaint from a domestic player. The tariff is intended to protect domestic industry from cheap imports.

The Department of Commerce’s investigative branch, the Directorate-General for Trade Defense Measures (DGTR), is investigating the alleged dumping of “dispersion-unshifted singlemode fiber” originating from or exported from these three countries.

The product is used to manufacture various types of cables, including fiber optic cable, tight-buffered cable, armored cable and unarmoured cable.

Single-mode fiber is mainly used for high-speed, long-distance, and access network transport.

Birla Furukawa Fiber Optics has filed a complaint on behalf of the domestic industry to initiate an anti-dumping investigation.

In a notification, the DGTR stated that the complainant had alleged that the domestic industry was being seriously injured by the dumped imports from these countries.

The directorate said, “Based on the duly substantiated written request from the domestic industry and after being satisfied of the dumping based on the prima facie evidence provided by the domestic industry, the agency hereby opens an investigation.”

If the dumping is found to have caused significant injury to domestic operators, the DGTR would recommend the imposition of an anti-dumping duty on these imports. The Ministry of Finance makes the final decision on the collection of taxes.

Countries launch anti-dumping investigations to determine whether their domestic industries have been hurt by a surge in cheap imports.

As a countermeasure, they impose these tariffs under the multilateral regime of the World Trade Organization (WTO) based in Geneva. The obligation aims to ensure fair trade practices and create a level playing field for domestic manufacturers versus foreign manufacturers and exporters.
