The event took place at Frogmore Cottage on the Windsor estate on Saturday.
However, William, Kate and their children were 150 miles away in Cardiff, South Wales, for a meeting with the public as part of the Queen’s Platinum Jubilee events.
It is not known if they ever received an invitation.
Meghan and Harry later posted pictures of the outdoor picnic, where Lilibet, brother Archie, three, and friends enjoyed cake, balloons and party snacks.

Zara and Mike Tindall’s children – Mia, eight, Lena, three, and Lucas, one, are said to have taken part.
Other guests included Peter Phillips and ex-wife Autumn’s daughters Savannah, 11, and Isla, ten.
Archie’s godfather Charlie Van Staubenzee and his brother Tom are also said to have been there.
William, 39, and Harry, 37, did not meet privately during the Sussexes’ short trip to the UK for the anniversary.
Both brothers and their wives attended church service at St Paul’s in London on Friday but sat far apart and did not speak to each other.
The Sussexes flew home to California on Sunday.
