Nearby roads are closed and flooded, making access to McGrane Way difficult, police said.
Heavy rains have soaked the Tullamore area in recent days, with some areas getting a quarter of their annual rainfall in just one night.
There are 19 flood warnings across the state, with major flooding expected along the Macquarie, Lachlan, Bogan, Gwyrdir, Namoi and Culoga rivers.
Heavy flooding is expected to hit Gunnedah on Saturday morning.
“Flood levels should be close to or higher than last week’s readings,” the SES said in a statement. “Residents have been knocked on the door and are prepared with the issuance of more than 1,000 sandbags.”
The SES has conducted five flood rescues in the past 24 hours and received 144 requests for assistance.
The Northern Rivers, Mid North Coast and Hunter districts are at risk of flash flooding.
