Danny Fullwood will remain chairman of the Port of Fernandina’s Ocean Highway and Port Authority (OHPA), but this will be his last term in office, he said at the OHPA’s last meeting this year.

“I just want to say that he did a great job,” said Cole. “He still has a lot of things he’s working on and if it ain’t broke, don’t fix it.”
OHPA tends to operate loosely — there’s no set succession plan for the board of directors, which is Commissioner Miriam Huegel suggested can be a good idea to establish continuity and decision making.
“Personally, I’d like to see anyone stepping into the role of vice chair move to the role of chair,” Hill said. “Because the vice chair supports the chair and it’s a great learning opportunity for this commissioner to learn the process and practice the role.”
Building a succession plan can also help ensure that no commissioner has too much influence in an area, she said.
Cole, vice chairman for the past two years, didn’t want the job of OHPA chairman, he said, because he had recently been appointed to the board of directors of the North Florida Transportation Planning Organization. That effectively sealed Fullwood’s confirmation.
“For now, I would agree. I see Chairman Fullwood all over the community,” Commissioner JustinTaylor said. “I know he did the work of a yeoman and so I support that nomination, I just think I don’t necessarily want to see a rotating (row of officers) in the years to come – we’d vote on that – but let’s see.” just apply to us (other commissioners) and give others the opportunity to apply.”
Cole mentioned the need for continuity as one of the reasons he would not accept the nomination for the chairman role. Former port operator Chris Ragucci sold Worldwide Terminals to a joint effort from Utah and New York named Transportation Infrastructure Partners (TIP) this summer. TIP is split 50-50 Wild services in Salt Lake City and Ridgewood infrastructure in New York City, with Savage as an operating partner.
The relationship between OHPA and Ragucci hasn’t exactly been smooth, but Commissioners previously expressed hopes for an easy transition and a working relationship with the new owner.
“I’ve got a lot of unfinished business that I’m working on and I just think there’s a need, as Mike said, to have that continuity,” Fullwood said. “(OHPA General Manager) David (Merchant) knows we’re working on a lot of things right now, and I just think a change of chairman would spoil some of that.
He later stated that this would be his last term as chairman.
Hill became the new vice chair of the board.
“I would assist you, Chairman Fullwood, and I would act as your alternate if you were unable to attend local meetings or serve in that capacity,” Hill said. “I know that would be a lot of work, but I’d love to do it.”
After some debate over the definition of his office, Taylor was given the position of secretary/treasurer for the new term.
