Last week reports claimed Tottenham were set to complete a £51m deal for the Brazil international, who scored 10 Premier League goals last season.
Arsenal have also shortlisted Richarlison, with Mikel Arteta looking to improve his attacking options, but Manchester City’s Gabriel Jesus is the Gunners’ top priority.
According to MailOnline, Chelsea will now consider a move for Richarlison once Romelu Lukaku completes his loan spell at Inter.
The report claims Everton want more than £50m for Richarlison but are ready to sell the 25-year-old this summer.
Everton initially spent £35m to sign Richarlison from Watford in 2018 but the deal could rise to £50m after add-ons.
Last month, Richarlison indicated he wanted to leave Goodison Park before the start of the new season.
“I have already made it clear to the board. I’ve spoken to Lampard, my agents, and they know what I want. Let’s wait for June,” said the Brazilian.
“Now I can’t speak because when we talk about leaving a club I’m kind of like that because of the history I have at Everton, the affection the fans have for me. When we talk about the departure, I’m a bit speechless.”
Richarlison has two years left on his current contract with Everton.
