The 28-year-old midfielder was linked with a move to the Gunners last year before joining the Bundesliga giants from RB Leipzig.
Mikel Arteta is looking to strengthen his midfield this summer after struggling to cover Thomas Partey’s absence last season.
According to Bild, Sabitzer was offered a transfer by Bayern Munich just 12 months after joining the German team.
The report went on to say the player could be available for £13m – the figure his current club paid for his services last year.
Sabitzer made 30 appearances for Bayern last season but only scored once as he struggled to settle in at the Allianz Arena
The Austrian could be a good option for Arteta as the Spaniard has already revealed he needs to manage his resources in the transfer market.
Arsenal qualified for the Europa League next season and need a bigger squad to handle the extra games.
But the north Londoners have to pay significant fees to secure goals like Leicester’s Youri Tielemans and Manchester City’s Gabriel Jesus.
Earlier this year, Arteta stated that he would like to have 22 top-class outfield players and three goalkeepers for next season.
He said: “Both competitions (the Champions League and the Europa League) require a much bigger squad because the number of games you play is a lot bigger so I don’t think it makes a big difference (for which competition Arsenal qualify).
“If you can afford it and we don’t have to do the squad turnaround that we had to do if you ask me what I want, it’s 22 outfield players and three goalies.”
